Panning outside of Tellico district...need permit?

If I read this correctly (http://www.fs.usda.gov/Internet/FSE_DOCUMENTS/stelprd3791310.pdf), a permit is needed for Tellico Ranger districts.  It does not mention other districts.  I planned on going to the Lower Coker tomorrow.  Does anyone know if I still need a permit?

You do not need a permit to do Class 1 prospecting in TN. That means,. panning, sluicing and sucker tubing.
Just read the TN State Permit rules on this forum and have a great time on the water.
