Considering the water levels in Tellico Plains I'm going to say it is.  The last time there was this much rain we had a nice flood, nearly to the highway. https://waterdata.usgs.gov/nwis/uv/?site_no=03518500

High water should move gold from upper Coker Creek to the claim.  Replace what has been found there.
